ISL 11v11 Rules
Impact Soccer League follows FIFA rules, with the exception those listed below. The rules listed below do not represent the entire rule book. These condensed rules represent the most important aspects of the game with which to be familiar.
- Teams are encouraged to arrive at least 15 minutes prior to their game’s scheduled start time. Team check is (5-10) minutes before the game. There is not a grace period, teams will forfeit the contest if they are not complete by 10 minutes before game time. Semi final have 15 minutes.ISL supervisors will make the call regarding each game.
- Home teams starts with first possession.
- Captains must check and make sure their team is checked in with the Referee or staff member on duty prior to starting the game. (Game one and two, players will receive a temp card, game 3 everyone will have an issued a card or have digital Passes, if pass is not presence, player will need to provide an ID matching the exact name on the game roster)
- Any team playing a player who is NOT registered forfeits the game automatically and will pay a $75 fee prior to the start of the following game. If team is caught cheating twice, team will be removed from the league. (Reprint of a pass will cost $5)
- Teams can finalize their roster 3 days before game 3 has been played (Must be taken care of during the week at the office or over the phone)
6) ONLY players and coaches are allowed on the bench side; game will not start until coach has non players off the bench (time will be running)
7) Team Captain/Coach is responsible for filling out a game/ref report at the end of each game. (Turn in to ISL admin)
Indoor Bench Style
- Do not take a bench if the previous game has not finished, wait for the other group to clear their bench
- Please clear the bench as soon as your game is finished, group talks have to be done on the side
- We do not want Items or valuable things to be stolen, lets respect each other’s belongings (this is the main reason for this indoor bench style)
- Please be respectful and pick up your teams trash
- Matching colored jerseys are required to play the game. (Exception is only for the goalkeeper) (1st week of play the league is always lenient)
- Players must remove watches, rings, chains, and all other jewelry that may cause injury. (If referee has to ask a player twice to take an object off during the game it will result in a yellow card)
- Metal cleats are strictly prohibited.
- Captain must wear a captain band, one captain at each match must read a fair play message to all players and fans before the start of each game.
Additional ISL RULES:
- Max numbers depend of the age group league per team on the roster. Teams can play with a minimum of 7 players to start the game
- In Co-Ed teams, you need a minimum of 3 Men and 4 Women to start the game. (A women cannot substitute a Men on the field) Coed teams can play player where ever they like
- A game consists of 40-minute half's and a 10 minute break
- There are no time outs.
- Regular season games can end in a tie. Playoffs will follow the tie-breaker
Format listed out below.
ISL TIE-BREAKER FORMAT:
- Playoff ties do not have golden goal, a Round of 5 PKs, and then sudden death kicks
- In Co-ED PKs, the kickers must go in the following order (Women, Men, and Women)
- There is Offsides
GOALIE SPECIFIC RULES:
- Goalies are given protection because they are most likely to get injured.
Goalie must have two hands on the ball, no one may interfere with him/her.
- If a player continues to go for a ball in the goalie’s possession it will be
Called a direct free kick.
- Goalies may touch the ball with their hands only inside the penalty area. Outside this area results in a handball causing a direct free kick.
- Once a goalie has picked up the ball, he/she has 7 seconds to put the ball Back into play. Repeated violations result in indirect free kicks.
- Back passes – if a ball is kicked (not headed) back to the goalie, the GK cannot Touch the ball with their hands. If they do, this results in an indirect free kick from the spot the goalie touched the ball.
OUT OF BOUNDS:
- To be out of bounds the ball must completely cross the plane of the outside of the wall at the referee discretion
HANDBALLS & PROTECTIVE REACTIONS:
- Only intentional handballs that result from a deliberate extension of the arm in
an attempt to play the ball will be called direct kicks. Many inadvertent incidents
of contact between the ball and arm/hand area will go uncalled. Balls that ‘hit
hands’ will not be called. Only handballs that are ‘away’ from the body.
- Players may protect vital body parts from the ball with their hands as long as
such movements are reactive in nature and close to the body.
INDIRECT FREE KICKS:
- goalie steps (goalie touching the ball with his hands outside the area), charging the goalie, obstruction, high kicks, and playing the ball while player is on the ground.
- The defense must stand 5 yards away from the spot of the kick. The official will enforce this distance upon the request of the kicking team.
- The ball must be touched twice before it can count as a goal.
- All free kicks (indirect, direct, penalty, goal, corner, etc.) may be taken by any
team member--the offended player need not take the shot. (IN COED IT MUST BE A WOMEN
DIRECT FREE KICKS:
- A direct free kick is awarded for kicking, tripping, jumping at/on, charging at, and holding, pushing, or doing anything else malicious to an opponent.
Handballs (ball touching an extended arm from the shoulder downward)
Are also direct.
- The defense must stand 3 yards away for the spot of the kick. The official will
Enforce this distance upon the request of the kicking team.
- Direct kicks can score without touching another player first.
- Direct kick infractions committed inside the penalty area result in penalty kicks.
- The ball is placed at the 5 yard spot and all players except the goalie and the
kicker must clear the penalty area until the ball is kicked.
- The goalie must stand still with both feet on the goal line until the ball is kicked.
The kicker must wait for the official’s whistle indicating that the goalie is set.
- Kicks that ricochet back into the field of play are live balls, except during tiebreaker
format. (Some indoors may vary)
- Slide tackling is not allowed in Coed Games
YELLOW CARDS (Caution or Warning Preceding Ejection):
- Automatically given for single acts of violent play, especially if it might lead to
Retaliation or escalation of violent play.
- Yellow cards can be given for a single flagrant rule violation (i.e. flagrant
- They can also be given for excessive taunting or bating of an opponent.
- Repeated failure to comply with an official’s instructions will most certainly
draw a yellow card.
- An issued yellow card results in the player who received the card subbing out
for a play.
RED CARDS (Ejection w/o Replacement):
- Two yellow card offenses automatically result in a red card ejection.
- A player can be given a red card immediately for fighting, excessive violence,
or abusive language towards an opponent or official.
- A red card is automatically given to a non-goalie who blocks a shot on goal
with his/her hand(s).
4) Team will play with a player less for the remaining of game for each red card. If the player receiving a RED Card is not on the field at the time, the team does not have to play a player less, but player must leave the bench.
Substitution are unlimited, but must wait for referee approval, the game time will not stop for a substitution unless the player is the goalie (game only)
SUMMARY OF FOULS:
Direct kicks, or a penalty kick, should the offense occur in the penalty area, shall
be awarded to the opposing team if a player:
Kicks an opponent, Trips an opponent, Jumps into an opponent, Charges, Charges from behind, Strikes, hits, elbows an opponent, Holds or pushes, Touches the ball with his/her hands
An indirect kick shall be awarded when an opponent:
Plays in a dangerous manner, Charges fairly, but when the ball is not in playing distance, For obstruction, Charges the goalkeeper, Delays the game, Caution (Yellow Card), Illegal substitution, Persistent infringing of the rules of the game, Dissent by action or word, Unsportsmanlike conduct, Intentionally sliding into an opposing player, Ejection (Red Card), Violent conduct, Foul / Abusive language
